Following is the deciphering of the code dated September 18, 1914,
that is received from the Governor of Bitlis Mustafa Bey.
Under the light of the reliable and special intelligence, it has been asserted by the Office of the Governor of Muş that the Armenian intellectuals have decided to keep their silence and obedience until the declaration of war, and suggested the joining of the soldiers in the army, with their arms, with the enemy forces upon the declaration war; and should the Turkish Army advance they were to show their obedience; and on the occasion of the Turkish Army’s withdrawal they were to set up gangs and confiscate the revenue; and thus it can be claimed that they are at the verge of severing their ties with the government.
The division has received the information and forwarded to the 1st Division for the taking of necessary measures.
