HOW AND THROUGH WHOM WAS THE MONEY FROM THE UNITED STATES DISTRIBUTED TO ARMENIANS?

Ottoman Army Headquarters In reply to the message numbered 9835, dated 23 January 1916, written by the 2nd Division. A notification has been sent to the cities and to the sanjacks that are not affiliated to those cities under consideration as regards to the means of sending the money, sent by the Armenians residing in the United States to be spent for the Armenians living in the Ottoman territories, as well as the people who are in charge of distributing the money to the Armenians. The answers pertaining the issue have been summarized in a list, which is here by attached for higher officials’ attention. A circular has been issued and sent to the cities under consideration as regards to the distribution of the money to the Armenians which hereafter should be carried out only by the government officials and under the supervision of the local authorities, and that no other means of distribution should be allowed. The orders and the final decision on the issue reside in the power of the General
Headquarters.

The local administrative officials will deliver the money only to the nationals of the Enemy States. Please send in the results of the heavy penalties given to the officials who allow the secret distribution of money among the Armenians or the names of those who have been informed about the malpractices on time.

 

 

Adana Province:
It is understood that the director of the Haçin American School directress Ms. Von Vantelli is distributing the money coming from the United States, together with the company doctor, an Armenian Protestant Philip, along with an American subject Doctor Honey in Adana.
Halep Province:
It is understood that the American Council in Halep is distributing the money coming from the United States to the Armenians.
Elazığ Province:
The director of the German corporations Monsieur Ahman with the help of the American Consul, and an American missionary, Mr. Rigger, has been distributing money to the needy and poor Armenians, it has been locally claimed that the money was coming from the United States.
Diyarbakır Province:
It has been understood that no money has been sent from the United States for the Armenians’ need.
Trabzon Province:
It has been locally declared that some money was sent by the United States for the Armenians through the mediation of Mr. Claircorde, the principal of the Trabzon American School.
Konya Province:
It has been understood from the declarations of the city officials that Doctor Dad is distributing the money received through mail and bank accounts to Armenians.
Bursa Province:
It has been locally declared that the money sent from the United States to Madam Allen, one of the teachers of the Bursa American School, is being distributed to the Armenians by her.
Ankara Province:
It has been understood that a special official from the Merzifon American School is giving money to Armenians.
Eskişehir:
It has been understood that money is being distributed to Armenians by Kagossian, one of the teachers of Eskişehir American School for Girls, and by Agop, a deputy Catholic delegate.
Afyonkarahisar:
It has been understood that no money has been sent from the United States to be given to the Armenians.
Kayseri:
It has locally been declared that the American missionaries are distributing money among the Armenians in prison.
Zawr:
It has been understood that neither money nor any person was sent to the Armenians from the United States.
Maraş:
The money sent by Pit, an American in İstanbul, to Mr. Vedley and Laymen, is being distributed among the Armenians by the same persons.
Samsun:
It could not have been determined whether any money was sent from the United Sates and distributed.
Niğde:
It has been understood that no money was sent to the Niğde sanjack from the United States to be distributed among the Armenians.
İzmit:
Although it could not have been determined whether any money has been distributed among the Armenians in the İzmit sanjack, it has been locally declared that the Armenians in the United States have sent money to Pit, in İstanbul, who was guided by Gregor Kasbarijan, an Armenian who is working at the Singer Corporation in Beyoğlu, İstanbul.
Kütahya:
It has been understood that grocer Agopyan, in Kütahya, has received some money from his brother Armenak Jagopyan who is working at the Cedidhan, Tahtakale, İstanbul; and, other than this, no account of distribution of money is recorded.
